Minister of Infrastructure and Communications, the Hon. Kenneth Harrigan, told the House that the legislation was to provide for the management of the Airport and Seaport services; to transfer and to vest in the Authority the infrastructure, assets and functions of the Ministry of the Government of Anguilla for air and seaports and for other connected and related matters.

Mr. Harrigan said the creation of the Port Authority had been in the planning stage since 1997 and was well overdue. He stated that the coming entity also had to do with the securing of European Union funds for port development and hoped that the Bill would move through the House of Assembly as quickly as possible at the next sitting.

He explained that the Bill was made up of 13 sections covering a number of areas including the operation of the Authority, its duties, powers, dues and charges as applied to aircraft, ships and motor vehicles operating at the ports.
