Anguilla is the only Overseas Territories that does not have a Port Authority, at the present time, but Banks sees it being critical to the responsible management of all operations at the ports. Further, it is also an important requirement by the European Union Fund that is already involved in funding the transport sector of the island.

Legislation for the Port Authority is expected to go to the House of Assembly within the next two months. Minister Banks said that the ports which will fall under its umbrella are Wallblake Airport, Blowing Point Ferry Terminal, Sandy Ground and Corito.

A number of key stakeholders have been working on the Board. They include Kenn Banks, Bill Granfield, Sheila Haskins, Leslie Richardson (from CCB), Maurice Connor, Mitchell Harrigan and several engineers.

The implementation of a Ports Authority is seen as one step in the overall strategic process of establishing effective and efficient mechanisms to manage and operate critical public institutions and utilities of the island.
