Three Anguillians Attend Criminal Justice Conference |

Three highly-placed Anguillians were among some fifty participants at the 2009 Criminal Justice Conference held in the Tortola, British Virgin Islands.
They were Superintendent of Prisons, Conrad Gumbs, Deputy Commissioner of Police, Illidge Richardson and Chief Immigration Officer, Laureen Bryan.

The conference was attended by Collectors/Comptrollers of Customs, Chief Immigration Officers, Commissioners of Police and Prison Superintendents from the United Kingdom Caribbean Overseas Territories and Bermuda. It was held under the theme “Identifying our organizational strengths and weaknesses – what needs to be achieved to sustain and improve.”
The facilitators for the April 21-23 conference, were Larry Covington, Law Enforcement Adviser, and Steve Fradley, Regional Prison Reform Coordinator, both from the Foreign and Commonwealth Office; Franz Manderson, Chief Immigration Officer in the Cayman Islands; Paul Brooks, International Police Adviser for Latin America and the Caribbean; Martin Gaule of the UK Forensic Science Service; Detective Chief Inspector Tom Murray, Detective Inspector Nigel Niven, Peter Whiote, Change Manager of the Turks and Caicos Prison Service, and Paul Wiggins, Network Manager, an Overseas Territories official.
The discussion subjects at the conference included a report and recommendations by the UK National Police Improvement Agency on the Development, Role and Services of a Caribbean Training Strategy; the UK Forensic Science Service delivery to the UK Countries and Territories on a Capability Development Initiative; Witness Protection: Issues and Challenges, Money Laundering and Asset Confiscation in the Caribbean Region; Investigating Serious Crime at Sea; and Future Challenges and Issues for Prisons.
In addition, there were group discussions on Strategic and Annual Plans for Measuring Delivery of Aims and Objectives; Maintaining or Restoring Public Confidence in Customs, Immigration, Police and Prison Services; Capacity & Capability Development – Identifying Training Requirements; Human Resource Management – Promotion & Succession Planning; and Professional Standards – Improving the Investigation of Complaints/Misconduct and implementation of Codes of Conduct.
