Anguillian Young Woman Now PS Finance


The appointment has been announced of Mrs. Kathleen Rogers as Permanent Secretary in the Ministry of Finance. Her commendable achievement is a feather in the hat of aspiring and successful Anguillian young women who are quickly making their mark on the society in leading positions in the hierarchy of the public and private sectors.

Her appointment was the subject of a press release this week from the Deputy Governor’s Office. It reads as follows:
“Following an open competition and a consultative process which included and went beyond what is required by section 66 of the Anguilla Constitution, Mrs. Kathleen Rogers has been selected to succeed Mr. Carl Harigan as Permanent Secretary, Finance. Mr. Harrigan retired from the Public Service on 23rd January 2009. Dr. Wycliffe Fahie has ben acting as PS Finance since Mr. Harrigan’s retirement. Mrs. Rogers will take up her appointment as PS Finance effective 1st April 2009.

“Mrs. Rogers began her public service career as an Accounts Assistant in the Treasury in 1981. She has held many positions in the Treasury, the most recent being Accountant General. Mrs. Rogers also served as Director, Internal Audit, for a short period. Mrs. Rogers has a sound knowledge and understanding of many areas of Government. This has given her a keen awareness of the challenges faced by ministries and departments as they seek to execute their mandates.

“Mrs. Rogers is being appointed to serve as a Permanent Secretary at a time when resilience, willingness to accept responsibility, the ability to analyse and think strategically, are vital in addition to other qualifications required to effectively function as a Permanent Secretary in today’s environment. Mrs. Rogers is considered to have these attributes and it is expected that she will continue to cultivate them as she carries out the duties of her new position.

“It is expected that Mrs. Rogers will receive the support of her colleagues throughout the public service as well as the support of the wider Anguilla community as she works with various stakeholders to promote Anguilla’s development.”
