PAROLE, PROBATION BILLS GET PUBLIC AIRING


The Anguilla House of Assembly, which temporarily postponed the passage of the Prisoners Bill and the Probation Bill, may now be in a better position to consider the two pieces of draft legislation. This follows a thorough airing of the Bills at a public consultation held at the Teachers’ Resource Centre on March 2.

The session was chaired and moderated by Permanent Secretary, Health and Social Development. Dr. Bonnie Richardson-Lake. The panel comprised various persons with expertise in the matters associated with the draft legislation.

In addition to Dr. Richardson-Lake, Dawne Richardson of the Attorney General’s Chambers presented an overview of the Bills. Chief Probation Officer, Jocelyne Johnson-Carty, spoke on the role of the Department of Probation in implementing the Bills. Shariffa Wallace, Rehabilitation Activities Manager at Her Majesty’s Prison, spoke on Sentence Planning and rehabilitative activities as they relate to parole and Dame Bernice Lake, QC, gave a presentation on the two Bills from a Human Rights perspective.

Chief Executive of the Parole Board in England, Christine Glenn, and the Overseas Territories Prison Adviser, Stephan Fradley, were among others in attendance.
