Anguilla Represented In United Kingdom


Mrs. Jocelyn Johnson-Carty, Chief Probation Officer of the Department of Probation returned to the island on Sunday 4th May following a two week Public Administration International Training in the United Kingdom. The training was under the theme Protecting Society: Challenges in delivering effective prison and probation service and targeted Prison, probation and related criminal justice officials.

The first phase of the training begun in London where Mrs. Johnson-Carty was among eleven participants from Malaysia, The Maldives, The Kingdom of Bahrain, Singapore, Kenya and Barbados. This phase of the training briefed the participants about the UK Government’s modernization programme.

Participants looked at strategies being adapted in England and Wales to enhance prison and probation management with a view toward considering how to develop strategies to meet individual national circumstances. Additionally, participants made a short presentation on any area of offender management in their country. Mrs. Johnson-Carty presented on the upcoming implementation of a parole system in Anguilla as well as the strengthening of the Department’s Community Service Programme.

Phase ll of the programme took participants to Nottingham where the focus was on practical applications to offender management. To this end, participants visited different types and categories of prisons in the surrounding area, the prison officer training school and an electronic monitoring center among other activities and presentations.

Phase lll saw the participants back in London where participants were encouraged to consider in light of shared experiences and options for their own national development and strategies for change.

Mrs. Johnson-Carty said that this was a very beneficial and worth while experience and is in the process of writing a report on her training.

She wishes to extend thanks to the Governor’s Office for their assistance in financing the training as well as the Government of Anguilla.
